What DWS Is Actually Offering
The Department of Water and Sanitation is a national government department responsible for one of South Africa's most critical infrastructure mandates, and this bursary is their direct investment in building the skilled professional pipeline the water sector needs. It is a comprehensive package covering every major cost associated with full-time study: registration fees, tuition, residence accommodation, meals, a book allowance, and an annual personal allowance.
The programme funds both undergraduate and postgraduate students across a wide range of water-related, environmental, and engineering disciplines at 23 listed South African public universities. The breadth of both fields and institutions covered makes this one of the most accessible government bursaries available to students across different provinces and academic backgrounds.
There is a post-completion obligation worth understanding clearly. Successful bursary recipients may be required to join the Water Learning Academy on a fixed-term contract of up to three years after graduating. This gives recipients structured workplace exposure in the water sector while helping DWS develop the skilled professionals the country's water infrastructure requires. For someone genuinely committed to a career in water and sanitation, this obligation is less a constraint and more a guaranteed employment pathway into the sector.

Why This Bursary Is Worth Pursuing
South Africa faces a well-documented water crisis, from infrastructure backlogs and ageing distribution systems to drought conditions and water quality challenges across multiple provinces. The professionals who understand how to address these problems, engineers, hydrologists, environmental scientists, water care technicians, are among the most strategically important people the country needs to develop over the next decade.
The DWS bursary is not simply funding your degree, it is funding your entry into a sector where skilled professionals are genuinely scarce and where government, municipalities, engineering consultancies, and environmental organisations are all competing for the same limited pool of qualified candidates. A DWS bursary recipient who completes their qualification and fulfils their Water Learning Academy contract enters the job market with both formal qualifications and government sector experience, a combination that significantly accelerates career progression compared to graduates without structured workplace exposure.
The selection criteria also explicitly include race, gender, and financial need alongside academic performance. This means the bursary is designed to reach talented students from underrepresented and financially constrained backgrounds, not only those who already have access to resources. If you come from a community directly affected by water and sanitation challenges, your personal connection to this sector is itself part of why this bursary exists.
With 23 participating universities spread across multiple provinces, and fields ranging from TVET apprenticeship programmes through to postgraduate research in hydrology and geochemistry, the DWS bursary is deliberately structured to be accessible to South African students at different academic levels and in different parts of the country.
